Harshbarger Applauds House Passage of Her Medical Supply Chain Security Provision in Rep. McCaul’s Give Kids A Chance Act

December 3, 2025

WASHINGTON, D.C. — Congresswoman Diana Harshbarger (R-TN) applauded the House’s unanimous passage of H.R. 1262, the Mikaela Naylon Give Kids A Chance Act led by Representative Michael McCaul (R-TX), which includes her bipartisan provision to strengthen and “friend-shore” America’s medical supply chains through deeper cooperation with Abraham Accords nations.

“I am proud the House passed this bipartisan bill led by my colleague Congressman McCaul that included my provision to establish an FDA office in the Abraham Accords region and begin shifting critical medical supply chains to trusted allies,” said Rep. Harshbarger. “This is an important step toward reducing our reliance on China and securing access to life-saving medicines. I want to thank Rep. McCaul for his leadership on this bill and for championing the children and families it will help.”

“I introduced the Mikaela Naylon Give Kids A Chance Act with one overarching goal: saving lives. Congresswoman Harshbarger’s provision will advance that mission by strengthening our collaboration with trusted Abraham Accord nations on medical research and development,” said Rep. McCaul. “This partnership will not only bolster President Trump’s successful Abraham Accords, but it will also diversify our supply chains and reduce our dangerous dependence on the CCP for critical medical treatments. I’m grateful for the congresswoman's leadership on this important issue and am proud to have played a role in its passage through the House.”

Background on Harshbarger’s Provision

Harshbarger’s bipartisan language in Section 9 of H.R. 1262:

  • Establishes an FDA office in the Abraham Accords region to support regulatory cooperation, technical assistance, and joint development of life-saving drugs.
  • Reduces U.S. reliance on China, which currently dominates global active pharmaceutical ingredient (API) production and poses significant national security risks.
  • Strengthens America’s resilience by diversifying medical supply chains and building production capacity with stable, trusted allies.
  • Leverages the growing biopharmaceutical capabilities of Abraham Accords nations to secure access to essential medicines.

Background on the Mikaela Naylon Give Kids A Chance Act

Introduced by Rep. Michael McCaul (R-TX), the bill combines the Give Kids A Chance Act and the Creating Hope Reauthorization Act to expand pediatric cancer and rare-disease research, strengthen clinical trials, and reauthorize the Rare Pediatric Disease Priority Review Voucher program. Named in honor of Mikaela Naylon, the legislation passed unanimously and aims to accelerate the development of life-saving treatments for children battling cancer and rare diseases.
